Citizens within India are expressing concern that there are people coming over the border into India, who are not citizens, and are using India’s resources. India has created a Unique Identification Authority in order to carry out the task of identifying its entire 1.2 billion population. Those who have been tasked with this responsibility describe it as a “massive inclusion exercise”.
